Carbon Balance is a voluntary offering from Puget Sound Energy for our Natural Gas customers. The following outlines the Price, Terms and Conditions of service. From the time you receive confirmation of your purchase, you have three business days to change your mind about purchasing carbon offsets from PSE’s Carbon Balance program. You may cancel your agreement to purchase renewable energy from PSE’s Carbon Balance program by calling the customer service number or writing to the billing address listed below.

How will I be billed?

Your selected Carbon Balance purchase amount will be listed as a separate line item on your monthly PSE Natural Gas bill.


How much will my participation in Carbon Balance add to my total natural gas service cost, including utility charges?

Customers who choose to purchase carbon offset blocks must purchase a minimum block of $4 a month, which allows PSE to buy certified carbon offsets equal to 400 pounds of carbon dioxide on your behalf. You can choose to purchase additional blocks at $4 each. The carbon offset charge will appear on your bill and is in addition to your monthly natural gas bill. Taxes: You must also pay all applicable federal, state, and local taxes and charges**

Customers who purchase carbon offset blocks will pay their normal monthly natural gas charge plus the block option amount of their choice. For example, if—in a given month—your natural gas charge is $53 a month and you have selected a $4 block of carbon offsets, then your monthly charge will be $57 that month. Your actual bill will vary based on your use of natural gas.****

Will my rates change over time?

Utility service rates are subject to change over time. All rate changes require approval from the Washington Utility and Transportation Commission. Customers will be notified within one-month of a Carbon Balance rate increase or decrease.


If I want to terminate this agreement/contract, what is the early termination fee?

There is no termination fee. You may discontinue your participation at any time.


What length of agreement/contract is required?

You may discontinue your participation in the Carbon Balance program at any time.


Are there other fees I might be charged?

There are no additional fees.


What sources will be used in my certified product?

Visit the Program Resources page for information on the project(s) supplying the carbon offsets used for PSE’s Carbon Balance program.
