Earn substantial incentives through our Business Lighting Express program for lighting maintenance projects that upgrade to new LED lighting and/or automatic controls. If you're working on a lighting project that improves energy efficiency, let us help you pay for it.
What is Business Lighting Express?
Business Lighting Express (BLx) lighting projects are lighting maintenance installations that focus on upgrading to new LED fixtures from existing fluorescent and HID lighting fixtures. BLx projects may also include the addition of new lighting controls. Typically, BLx projects are small-quantity installations of 30 fixtures or less and/or controls. Larger projects and full-building retrofit projects should be submitted for pre-approval through the Business Lighting Incentive (BLi) Program.

How you qualify
To be eligible for Business Lighting Express incentives:
- Your business site must be within PSE's electric service area.
- The lighting must be installed in a commercial or industrial space and served by a PSE commercial electric account.
- All fixtures, lamps and lighting controls must meet PSE minimum specifications (UL, ETL or equal listing; Power Factor greater than or equal to 0.9; manufacturer's warranty greater than or equal to 5 years). You must submit a manufacturer’s specification sheet for every incentive-eligible light fixture.
- Projects shall not surpass 100,000 kWh savings and a quantity of new LED fixtures/controls should not exceed 30, with some exceptions. TLED lamp installations have no quantity limit.
- Your project must have been completed within the last six months. You can also apply while your project is in the planning/installation phase.
- Project documentation must be reviewed by PSE staff before an incentive is paid. This includes verification that no other PSE incentive* or discount* was paid.
* Note: The lighting installed must not have received any other PSE incentive or discount. PSE can provide only one incentive or discount per installation.
How you apply
To be approved for a conservation incentive, projects require PSE approval before the incentive is approved. Please email businesslightingexpress@pse.com to be connected with a BLx representative.
The following items will be required as part of the application process:
- A signed and completed current taxpayer identification form (IRS form W-9 rev 2018)
- The manufacturer’s specification sheets of all lighting products included in the project (.PDFs)
- Photos of the lighting installation with some exceptions
- Invoices showing lighting fixture/control quantity, manufacturer and catalog number
- Distributor’s invoice for all TLED installations
The total value of your BLx incentive depends on the size and scope of your project.
